Frances is a native of Lynchburg, Virginia, graduated from E.C. Glass High School and attended Westhampton College of the University of Richmond. She was married to Robert E. Marshall who died in 2012. Bob was a CPA for forty years, retiring from the local firm of Cherry, Bekaert and Holland as a partner. Her family consists of: Martha P. Scott of Bedford County, Robert E. Jr., Richmond and William H., his wife, Alison, of Lynchburg and their two children, Mallory Frances and Kenton. Mae Kelley, her sister is a Westminster Canterbury resident.
Frances is an active member of St. John’s Episcopal Church where she currently serves on the Altar Guild, the Newcomer’s Committee, and the Gifts and Memorials Committee. She also volunteers as a substitute receptionist. She has been a Senior Warden, a Vice-President and President of the Episcopal Church Women and served as Property Chairman for eleven years. She is a former president of the Lynchburg Convocation of Episcopal Churches and was elected five times as deputy form the Diocese to t eh General Convention of the Episcopal Church. She served twice on the Standing Committee of the Diocese. She is a member of the Washington National Cathedral Association and served for thirty-five years as Regional Co-Chairman for Southwestern Virginia. Frances formerly served on the Board of Central Fidelity Bank, Western Region and Wachovia Bank, Western Region after they merged with Central Fidelity.
Past community service includes serving on the Board of the Florence Crittenton Home of Lynchburg, Chairman of New Vistas School, board member of the United Way of Central Virginia, twice was the Residential Chairman for the American Heart Association, and was a volunteer at the Free Clinic in its early days. She worked as a realtor for thirty-five years, retiring from the firm, Lynchburg Co., Realtors in December 2009. Frances’ interests are her family, reading, and knitting.
