This website has on its Home Page an Alerts Green Bordered Box. It gives the following departments the opportunity to publish special notices (Alerts) which can be tagged with their respective display dates.

By going to WCOwner/MyDrive and searching Spreedsheet you will see the input sheets for each of the above organizations. These are each prefixed Date Alert Input
In addition you will see Messages Today and Messages Tomorrow
Also on this search you will see some templates and backups for this system.

Each "Alert Capable" group has a secret link to open their respective "Date Alert Input" entry page.
How does all this work?
Each Department, shown above, may have Alerts or special messages that they want to call attention to on the Home page of the website.
They first go to their respective department webpage and locate their "secret" link to open their own Alert Input Page.
In general this link can be found by hovering over the left end of a horizontal line. When a "pointing hand" icon appears click on it. (There is further explanation of this "secret" link scheme on slide number three at this location..)
Their Date Alert Input page will then appear. (There may be other "pointing hands" on some pages and if the result does not look like the example below you activated the wrong secret link. Look again! )
They make dated entries on the spreadsheet for today and/or future dates. Dates should be in order without duplicates. It is "neater" to remove old dates.
The spreadsheet scans their entries and places the one with today's date into cell E2. (Rows one though three are hidden/not showing)
The spreadsheet also scans the entries and places the one with tomorrow's date into cell E3. (Rows one through three are hidden/not showing)
Messages Today transfers each groups cell E2 to its appropriate named position
Messages Tomorrow transfers each groups cell E3 to its appropriate named position
The Alert page for the website is formulated from the Messages Today and the Messages Tomorrow spreadsheets
